Yesterday, New York City Council approved a plan to
charge most motorists $8 to drive south of 60th Street
in Manhatten. The money from this plan would go toward
improving public transit, particularly in underserved
areas.

This "congestion pricing" plan cannot go into effect
without approval of the New York State Legislature. It
is unclear when the State Legislature will take up the
issue, although New York City officials are hopeful of
eventual passage. However, city officials would like
State passage of the plan by April 7, otherwise they
may lose $350 million of Federal money slated for
start-up costs.
