Tuesday evening, a Common Pleas Court judge in
Philadelphia temporarily stopped the elimination of
transit service paper transfers on all trains,
trolleys, and buses of the Southeastern Pennsylvania
Transportation Authority [SEPTA}. One of the changes
that had been approved by the SEPTA Board in June was
the complete elimination of paper transfers effective
August 1.

The City of Philadelphia went to court to obtain an
injunction against the implementation of the transfer
eliminations, stating that such an action is
"discriminatory" because students and low-income
riders will suffer the most.

Common Pleas Court Judge Gary DeVito approved a
temporary injunction, effective until Monday, while he
studies the City's request for a permanent injunction.
