[Transit-allegheny] SEPTA Transfers Still in Use, Temporarily; Feds Intervene

On Monday, Common Pleas Court Judge Gary F. DiVito
continued a temporary injunction, against the
elimination of paper transfers used for transit
service of Philadelphia's Southeastern Pennsylvania
Transportation Authority (SEPTA), at least until
Friday.

Last week, the Federal Transit Administration's (FTA)
Office of Civil Rights sent a letter to SEPTA stating
that it must conduct an analysis as to whether any
proposed fare increase (including the elimination of
transfers) would "have a disproportionately high and
adverse effect on minority and low-income riders."
SEPTA officials are now consulting with FTA officials
as to whether their previous analysis meets Federal
specifications.

One of the primary arguments of the plantiff, the City
of Philadelphia, is that elimination of the 60 cent
transfer disproportionately targets minority and
low-income riders who cannot afford to buy a weekly
pass.

The judge gave attorneys from both sides until
Thursday to file briefs on several issues, including
the relevance of the FTA letter. A final decision is
not expected until Friday at the earliest. Until a
final decision is made, paper transfers continue to be
used on all SEPTA rail and bus routes.
